TikTok showed up in ad budgets later than Meta and Google, but its TikTok advertising policies quickly became some of the most demanding. The reasons are clear: a young audience, short videos watched without much thought, and close attention from regulators. If you are preparing a TikTok campaign, understand its logic in advance. Specific lists of industries and countries differ by market and are updated regularly, so always check the final details in TikTok's advertising policies in the business help center.
How TikTok advertising policies are structured
TikTok ads are governed by the Advertising Policies and the general Community Guidelines. The advertising policies themselves fall into several parts:
| Part | What it covers | Who it matters to |
|---|---|---|
| Prohibited industries | What cannot be advertised at all | Anyone choosing a vertical |
| Restricted industries | What is allowed with documents, age limits and in some countries | Finance, health, gaming, dating |
| Creative requirements | Video, sound, text, claims | Everyone |
| Landing page requirements | Working, matching, transparent | Everyone |
| Account requirements | Accurate data, payment, behavior | Everyone |
An important TikTok feature is market differences. The same industry may be prohibited in one country and restricted in another. So the question "is this allowed on TikTok" always really means "is this allowed on TikTok in a specific geo".
Why TikTok has such strict rules
The logic becomes clearer if you look at the platform through its owner's eyes. A large part of the audience is young, and regulators in many countries watch closely what they are shown. Videos in the feed are watched quickly and almost uncritically, so a promise of "lose ten kilos in a week" hits harder than the same text in a search ad. Finally, TikTok users came to be entertained, and intrusive or deceptive ads make them close the app faster than anywhere else.
That gives three principles that help predict a review decision even when you do not remember the specific clause:
- Safety for a young audience — anything risky for teenagers is age-restricted or prohibited.
- Honest claims — you must be able to back up any guarantees, numbers and "miracle" results.
- Respect for the user experience — an ad must not pretend to be a system message, scare or pressure.
Prohibited industries in TikTok Ads
TikTok's list of prohibited industries is broader than on many platforms. It usually includes:
- Weapons, ammunition, explosives.
- Drugs and related products, including recreational ones.
- Tobacco, e-cigarettes and vapes.
- Adult content and services.
- Gambling — in most markets, with rare exceptions for licensed lotteries and similar products.
- Get-rich-quick schemes, pyramid schemes, multi-level marketing focused on recruitment.
- Counterfeit goods and intellectual property infringement.
- Services that help people cheat: fake documents, fake engagement, academic cheating services.
- Political ads — TikTok does not accept paid ads for candidates and parties.
If your product is on this list, the right decision is to choose another platform where it is allowed and where you hold a license. More on where and how gambling, finance and crypto are handled in restricted ad categories.
Restricted industries: documents, age, geo
Restricted industries can be advertised if conditions are met. Most often these are:
- Financial services — loans, investments, insurance. You need a license or regulator registration, plus disclosure of terms and risks.
- Cryptocurrencies and related products — closed in many markets, allowed in some only for licensed companies.
- Health and medicine — no promises to cure, no prescription drugs, a license for medical services where required.
- Weight loss and body shaping — 18+ only, no before/after images, no shaming people for their appearance.
- Supplements and cosmetics — no medical claims or guaranteed results.
- Dating — with age restrictions, no sexual overtones.
- Alcohol — in some markets, only for adults and under local law.
- Games — with an honest depiction of gameplay.
Documents are usually uploaded in Business Center or in Ads Manager when creating an ad in a restricted industry. The earlier you submit them, the fewer rejections you will have to sort out. And how to sort out one that already happened is covered in ad rejected: how to find the reason.
Tip. Keep copies of licenses translated into English or the market's language. Review often requests documents again, and digging through email on launch day costs more than a folder on the team's shared drive.
Video and ad text requirements
TikTok looks at how the creative is made, not just at what it advertises:
- Language of the video and text must match the target market or be understandable to its audience.
- Quality: no heavy pixelation, stretched images, cut-off subtitles, or silence throughout the whole video.
- No misleading elements: fake buttons, false notifications, fake "incoming calls".
- No exaggerated claims: "guaranteed results", "income with no investment".
- No shock content or images that play on fear or shame.
- Celebrities only with their consent; fake endorsements by famous people are a serious violation.
- Music from TikTok's Commercial Music Library or with usage rights.
More on how to write claims and disclaimers so the ad is honest and passes review in compliant ad creatives.
Landing page requirements
The landing page is checked on TikTok just as strictly as the video:
- Works on mobile devices — most TikTok users come from phones.
- Matches the ad — product, price, offer and language.
- Opens in the target country and does not require installing an app without warning.
- Does not bounce users to other sites or open pop-ups unprompted.
- Has contacts and policies — privacy policy, terms, refunds.
- If it is an app — the link leads to the official store, and the description matches the ad.
Keep in mind that TikTok opens links in an in-app browser. A page that works well in Chrome may render incorrectly in a WebView. Test it straight from the app.
Common reasons for TikTok ad rejection
| Reason | What to fix |
|---|---|
| Video language does not match the region | Re-voice it or add subtitles in the market's language |
| Low creative quality | Re-export at the right resolution, check the sound |
| Exaggerated claims | Remove guarantees and unsupported numbers |
| Before/after in appearance topics | Show the product and the process, not a body comparison |
| Landing page broken or mismatched | Check the link from a phone in the target country |
| Restricted industry without documents | Upload the license instead of rewriting the text |
Affiliate offers on TikTok: what to watch for
Media buyers often come to TikTok with offers from CPA networks, and that brings its own complications. Who a media buyer is and how the job works is described in media buying: what a media buyer does; for TikTok's rules the following matters:
- Check the offer's industry for every geo. Nutra, finance and dating are restricted in one country and fully closed in another.
- Do not use creatives from spy libraries as they are. Other people's videos with guarantees, before/after and fake reviews will be rejected, and repeated rejections hurt the account. Shoot your own honest ones.
- Use the native video format. TikTok accepts videos that look like ordinary platform content more readily: a person showing the product and talking about their experience without medical claims or promises.
- Agree on the landing page with the network. If the offer's lander has timers, fake comments or prohibited claims, it will not pass landing page review. Ask the network for a clean version.
Tip. Test several different honest creatives at once instead of the same video with small tweaks after each rejection. How to set up such a test is covered in testing creatives and audiences.
Account standing and appeals on TikTok
TikTok takes the advertiser's history into account. Trust is affected by:
- accurate company data and verified documents in Business Center;
- stable payments without declines or chargebacks;
- the share of rejected ads and repeats of the same violations;
- links to previously banned accounts;
- user complaints about the ads and about purchases.
Keep Business Center access in order: every team member with their own account and only the permissions they need. That is both security and a clear action history if you ever have to deal with a restriction.
How to file an appeal
If you think a rejection is a mistake, appeal from Ads Manager: a rejected ad has details with the reason and an appeal button. Before that:
- fix anything that may look like a violation, even if you disagree with the decision;
- briefly describe what you changed and why the ad complies with the policy;
- attach documents if a restricted industry is involved.
Repeated violations lead to account restrictions. Do not create new accounts to replace a restricted one: TikTok, like other platforms, treats that as circumventing the rules. The process is covered in detail in how to appeal an ad rejection and account suspension.
How ArtisanClo helps with TikTok
Your creative and your page are what pass ad review, and no service can replace following the rules. ArtisanClo is useful for what happens after approval:
- Sending conversions to TikTok — from the Professional plan, conversions go straight to your ad account using your pixel ID and token. TikTok's algorithm learns from real leads and sales. How this works is covered in sending conversions to ad platforms.
- ttclid and campaign parameters — the TikTok click ID and campaign macros are stored with every click, so you see money by campaign, ad group and ad. About macros: UTM parameters and macros; the full tracking setup is in TikTok Ads tracking.
- Bot filtering — the log shows who came to the page and separates real people from automation and data centers.
Connecting the source is described on the TikTok Ads page in the traffic source catalog.
Summary
TikTok advertising policies mean strict industry bans, document-based restrictions and noticeable differences between markets. Check whether your industry is allowed in the specific geo, upload licenses in advance, make videos in the market's language without guarantees or before/after, and test the landing page straight from the app. The policies are updated often, so before every new launch check the current version in the TikTok help center.
